Winter months can be tough on your wallet, especially when it's time to pay the gas bill. But did you know there are numerous resources available to help? For many households, paying utility bills is a major concern. This article will guide you through available payment resources, specifically for gas bill assistance, helping ease the burden of keeping your home warm.

In this article, we'll explore various options offered by Summit Utilities, including payment arrangements and special considerations for medical emergencies. Additionally, we'll discuss local and state programs, such as Arkansas 211, the Oklahoma Department of Human Services, and the LIHEAP program, designed to provide utility bill help. Finally, you'll have a comprehensive understanding of the resources available to help manage your energy expenses.

Understanding Payment Arrangements

One of the primary options Summit Utilities provides for customers struggling with their gas bills is the flexible payment arrangement plan. These plans offer flexibility by allowing eligible customers to pay for their outstanding balance over time.

When you enter a payment arrangement, your total balance is divided into manageable monthly installments. This can be a lifeline for families facing temporary financial hardships. It ensures that your gas service remains uninterrupted while you work towards bringing your account up to date.

This process is straightforward. Contact Summit Utilities to discuss your situation and options based on your financial circumstances. We will guide you through the necessary steps to set up a payment arrangement.

If you live in Arkansas or Texarkana, you can call 800-992-7552, and in Oklahoma you can call 866-275-5265. Customer Service can take your call at these numbers from 7 a.m. to 7 p.m., Monday through Friday, except holidays.

Exploring Local and State Energy Aid Programs

Aside from Summit Utilities' offerings, there are numerous local and state energy aid programs designed to provide gas bill assistance. Arkansas residents can use Arkansas 211, a comprehensive service offering information on a wide range of assistance programs.

Arkansas 211 connects residents with local resources, from financial aid to food banks and beyond. It's an invaluable tool for those seeking support during tough times.

Most Arkansas counties also have localized programs tailored to meet the needs of their residents. These programs often provide direct utility bill help, ensuring communities have access to the necessary resources.

In addition, Summit offers comprehensive residential weatherization programs to help homes that are severely energy-inefficient improve their comfort indoors and reduce energy costs. Information on this program is available on the Summit website: https://summitutilities.com/residential/residential-rebates-efficiency-programs. There is more information on weatherization programs later in this article.

For residents living in Oklahoma, 211.org is an available resource, or you can text your ZIP code to 898-211 to be matched to assistance agencies in the area.

Weatherization services are also available to Oklahoma residents through the Oklahoma Commerce Weatherization program, and additional services are available through Titan ES. Residential customers can apply for weatherization services by calling Titan ES at 877-293-0890.

In addition, several counties and cities in Oklahoma have assistance agencies that can help. You can find those agencies on the AOG website

Understanding LIHEAP

The Low-Income Home Energy Assistance Program (LIHEAP) is a federal initiative aimed at helping low-income households cover energy costs. LIHEAP provides financial aid to eligible households, assisting with both heating and cooling expenses.

In Arkansas, LIHEAP is administered at the state level, and it plays a crucial role in supporting low-income families. Applicants must meet specific income criteria to qualify, and funding is typically distributed on a first-come, first-served basis. LIHEAP is only for residential applicants; businesses are not eligible, and the Arkansas LIHEAP will be available starting January 6, 2025.

The Arkansas LIHEAP offers two types of benefit payments:

  1. Regular: a fixed benefit based on a model that considers the household income, the number of household members, and the type of energy source (e.g., electricity, gas, propane, wood, pellets).

  1. Crisis: a benefit up to a maximum amount established by policy that will prevent disconnection or restore service or provide energy/fuel when supply is depleted.

To apply for LIHEAP in Arkansas, you’ll need to provide documentation regarding your income, household size, and energy expenses. Visit the Arkansas Energy Office website for more information on how to apply.

To apply for LIHEAP in Oklahoma, you’ll need to visit the Oklahoma Department of Human Services website. Their website lists the documents required based on your situation.

The Weatherization Assistance Program

For Arkansas: The Weatherization Assistance Program (WAP) annually provides grant funds to community action agencies, and non-profit agencies to provide specific program services for low-income families of Arkansas. These entities provide services throughout the state.

The Arkansas Weatherization Program (AWP) was developed to help reduce energy usage in homes that are severely energy inefficient. The program is available to all income-eligible Arkansans and eligible housing units. The program helps customers find ways to reduce their daily energy usage.

After a household is determined eligible, the local agency schedules an energy inspection of the home. A Department of Energy-trained Energy Auditor completes a full inspection of the energy and health and safety concerns of the home and completes a Work Order/Job Write-Up. Community Action Agencies (CAA’s) use crews or local private-sector weatherization contractors to complete the work at no cost to the occupants.

Households with incomes that do not exceed 200% of the Poverty Guidelines as determined by the Department of Energy (DOE) may be eligible for the Weatherization Assistance Program. In addition, those households with a member receiving SSI are categorically eligible.

For Oklahoma: Summit Utilities Oklahoma, in partnership with Public Service Company of Oklahoma (PSO), offers a comprehensive residential weatherization program targeting severely energy-inefficient homes to improve comfort and reduce energy costs by upgrading the thermal envelope of the home.

Eligible customers include homeowners or leaseholders of a single-family home or duplex with a household income no greater than $55,000 a year, built before 2010, and no larger than 2200 square feet. For homes that meet the program’s energy efficiency criteria, weatherization services are provided at no cost.

Weatherization services are also available to Oklahoma residents through the Oklahoma Commerce Weatherization program, or by calling Titan ES at 877-293-0890.

Support for Medical Emergencies

Life is unpredictable, and medical emergencies can arise when least expected. Summit Utilities recognizes the financial strain these situations can create. That's why we offer specific support for customers experiencing a documented medical emergency or grave illness.

In these cases, Summit Utilities works with customers to provide additional time and flexibility in paying their gas bills. Summit Utilities will waive the deposit required to establish new services for victims of domestic crimes. If you or someone you know is a victim of domestic crime needing to establish new gas services, please complete this waiver request.
